Recently, the deputy director general of Haikou Municipal Bureau of Water Affairs answered reporters' question that" Why the water pollution in Haikou haven't been solved all the year round?", he said some amazing words, "the more developed of the area is, the darker water of that area would be." What kind of the subtext implying in the argument? What kind of real situation revealed in?

"The more developed of the area is, the darker water of that area would be." Perhaps this is a fact, but it's not unalterable. If the country officers have paid enough attention to this problem, the pollution must be less than today. It's just my opinion.

Almost all people round the world know there is a serious pollution in China, I don't think the state and government know nothing and ignore the effect. Maybe the officials know more and clearer than us, but they have their consideration. If enhance the strength to solve the pollution problem, a mass of investment is required. In a certain degree, it will decrease the economic growth rate and GDP; it will impact the
Officials' achievement and trace record. So in the unconsciousness, ...
... they don't want to touch the problem immediately and pin the hope on others and next.

The subtext implying in the amazing argument that the more developed of the area is, the darker water of that area would be is that many government officials are indifferent to the life quality of the common people which is supposed to be the real concern of the government.

On the other hand, Industrial enterprises add fuel to the flames to worsen the environment. For their better benefit, they are regardless of the environment, more and more infect ants go out of their factory. Enhancing power to supervise is not exclusive way. I think the mainly reason is the overflowing enterprise tax, the enterprise tax in China is too much than other country. If the enterprises exert to clear pollution, they will get nothing at last. I only say the imperfect of system and unreasonable rule in China are the mainly reasons of pollution un-solving.
