Who Is Guilty? A View Of The Brazilian Government
Who it is the guilt?
One of my teses is that we have been governed for imcompetent people. One of the available tests that they certify this incompetence if summarizes to a citation of the problems that we had in years 50 and of that we still have today. I make this in the last chapter of this book, but I anticipate myself here. It is, therefore, one proves historical, established in facts.
As you know, against facts does not exist arguments. It is important to tell some things, so that if it can evaluate cold as we were in the half of the passed century, stops later comparing that situation with the end of the century, and same with the current situation. A modest publication of the PDC - Broken Democratical Christian, there for the half of years 50, it tells a cast of our bigger problems. By the way, I make reference to reference this cast of problems, in the preface of this book. The PDC spoke in: Youthful deliquency; Twenty and five million illiterates; Law "Cadillac"; We import oil and wheat for our consumption; Deep desfalcation in the Syndical one; Tenement houses, slum quarters and mocambos; Abandoned minors; ...
... Unemployment; Extraordinary profits; They increase the taxes; Tax evasion; Corruption; Seven hundred and fifty a thousand children die per year; Brazil, world-wide vice-champion of the high prices;
Two thirds of the population pass hunger; Crisis of energy and transports; Impassable roads; They lack schools in the country all; Administrative disorganization. We added a question: Who it is the guilt? In the end of the century passed, however, or same in this year of 2009, almost 60 years later, it was possible to evidence that we retrocede. The hunger increased. As much increased, that the Squid initiated its first mandate distributing almses, as still distributes today. The level of the education fell frightfully, in all the courses, since basic education until the superior. Moreover, the pertaining to school environment if transformed into one palco of war, in virtue of the drugs and the social misalignments.
The health continues swaying still more, with the SUS offering lines, wait and péssimo attendance. The habitacional deficit persists. Beyond having disactivated the railroads, they had not taken care of of the roads, still badly projected, esburacadas and impassable ones. The violence is astronomically bigger of what it has 60 years. It observes that in the cast of problems published by the PDC, return of 1955, nor if it spoke in drugs, a drama that appeared later and that it has only grown. The laws, that protect the criminals, with thieveries, kidnappings, rapes and other things more, continue giving preference to the freedom for the delinquents, in the place of arrests. The infanto-youthful deliquency reached levels nonsenses, motivated for the drugs, the hunger and impunity, thanks to the maintenance of the unimputability until the 18 years. Infantile mortality follows in unacceptable levels, although the efforts of the Pastoral of the Child. The illiteracy still reaches levels nonsenses. I prefer not to take knowledge of the current data, for shame, but, ten years behind, still we had 19 million illiterates in this country. Tenement houses and slum quarters, instead of disappearing, if multiply and blossom. We follow having lesser abandoned for the streets, you deliver to the drugs and to the crimes. The unemployment insists on not diminishing and under employment persists. The taxes follow increasing. We are one of the world-wide leaders, how much to the collection of the taxes. The corruption (they look at there, gentlemen of the National Congress) continues untied and unpunished. The tax evasion, also. It increases the number of ministries and if it multiplies the number of public officers. The podridões of the National Congress, before rare, are discovered to each day.
