They did so by uncomplicated DNS poisoning, when Turkey lately blocked entry to Twitter. That means that when you request the IP address of Twitter, you were given a false 1 by the ISPs DNS servers, which rather routed you through to some Government composed page. These blocks are very easy to avoid, all you need to do is use a different DNS server - something like OpenDNS. Or you can definitely avoid using others DNS servers to some extent and work out the addresses manually and pop in a hosts file. But regrettably most corporate networks are slightly more advanced than that.
anyway you'll be able to find these types of applications but sadly they are fairly expensive to operate so I did not find any free types. Everything you want though is a proxy/VPN service which allows a level of encryption - it also needs to be quick as a slight overhead is added by encryption.
