It can be described as a time-insensitive continuing education method because you, the learner, determines when to participate in it, how much of your time to spend on learning a topic and even how long you will take in acquiring the required number of CPD hours or units. There is no rush due to time limitations that one can be faced with, especially when worrying about it interfering with work and other life concerns.
