Reciprocal links are links in which another website puts a link on their site pointing to yours and you in turn do the same for them. Google looks favorably upon websites linking to other websites, and if you have site's that have a higher Google Page Rank than yours Google weighs that even heavier. To obtain reciprocal links you can contact websites that are similar in content to yours and ask them to exchange links with you or you can sign up with a link exchange service where website owners exchange links. Either way will work and it all depends on what you feel comfortable with.
The second way is creating one way links. Google weighs one way links heavier than reciprocal links for the mere fact that a website is pointing to you but you are not pointing back to it. Getting one way links is vastly different than obtaining reciprocal links. You could contact a website and ask the to put a link to your site, but if you do not do it for them, chances are they will tell you to get lost.
The two best methods for obtaining one way links are participating in online message boards related to the content of your site and article marketing. To create one way links with the message board method you simply engage in some discussions and make sure you put a link in your signature that points to your website. Everytime you create a new topic or post to an existing one your link appears.
To create one way links via article marketing, you simply write a helpful article that is related to the content of your website, post it to various article directories and in the resource box that they allow you to have, put a link back to your website. Some article directories receive tens of thousands of hits daily and Google likes that. Therefore the link in your resource box will be looked upon favorably by Google.
