You can just opt for a tablet which only connects to the internet when there's a WiFi connection available, or choose one that use mobile networks like 3G and 4G to connect - this, however, will cost you money to use whenever you connect to a network and you might not want to have to worry about spending even more money when the tablet already costs quite a lot.
Other features like cameras are less important when it comes to making your decision - it doesn't really make a difference whether you go for Motorola, Apple or Samsung tablets. Your decision should be based around how easy it is for you to use, the way in which you're going to use it to connect to the internet and how much it is going to cost you both in the short and long-term. You can compare the different models to each other on the websites of specialised electronics retailers which sell them all to see which ones fit your criteria, but make sure you try them out before you commit to buying one.
