Bhubaneswar Development Authority (BDA) is an agency which is responsible for development and beautification of Bhubaneswar, the capital city of Odisha. It was created by the Government of Orissa in 1983 under the Orissa Development Authorities Act’1982 with the objective to take up planned and systematic development of Bhubaneshwar Development Plan Area. Apart from the main Bhubaneswar city, BDA covers 158 revenue villages covering an area of about 393.57 km2.

Besides providing homes to thousands of people in the city, the BDA plays a significant role in preparing the plan, policies, and proposals for undertaking the orderly yet rapidly development of the city. Since its inception, the BDA has also been undertaking special drives to make Bhubaneswar a clean, green and beautiful city to live in. In fact, recently, the BDA has planned to go on a massive green drive this rainy season, during which more than three lakh saplings will be planted. The aim is to create a green triangle around the city covering Jaydev Vihar to Nandankanan and from Infocity-II to Jaydev Vihar along NH.

... Development Authority has done commendable job in planned development, beautification of the city and providing housing projects and residential plots to all categories of the populace. The vision document for Bhubaneswar-Cuttack Urban complex i.e. VISION - 2030 which is in the final stage of preparation by IIT-Kharagpur will be a path finder to build the capital city as one of the beautiful places to live in and the BDA is leaving no stone unturned to achieve this mission.

Besides meeting housing requirements in Bhubanesar, the BDA has also taken up widening and construction of many master plan roads in Bhubaneswar City to improve connectivity and open up new areas. It has also recently committed investment of about 2 crores each for Khurda and Jatni Municipalities to improve infrastructure of these two cities so that these towns can progress in the same pace with Bhubaneswar Properties.

Meanwhile, to meet the housing needs, the BDA is taking up large number of housing projects under PPP mode to augment the housing stocks for all sections of the society by giving more emphasis to housing for the lower and middle income group of people.

Comprehensive Development Plan has emphasized for development of new housing colonies and new Integrated Townships in the extensive development zones. BDA has taken steps to develop a Satellite Township over an area of about 1200 acres in Jagasara, Jagasarapatna and Madanpur mouza of the BDPA. About 94 acres of Government land has been leased out in favour of BDA. The land procurement policy is being prepared to procure private land lying within the township area. This integrated township is expected to provide housing to around one lakh of population for all sections of people with modern amenities.

Besides housing colonies and townships, the BDA is all set to announce 1,000 dwelling units in multi-storeyed apartments at four places for general public shortly to meet the shortage of housing needs in the city. All preparations such as planning, formulation of a new allotment policy and pricing of units have been completed. After a long gap, the BDA is going to offer dwelling units to those who have no house in the capital city.

While one and two-bedroom units will be made available strictly on the basis of monthly salary or income of the beneficiary, three-bedroom flat can be purchased by anybody. While one-bedroom apartment has been planned on 600 sq ft area, two-bedroom flat will consume 900 sq feet to 1200 sq ft area. The three bedroom apartments will have 1500 sq ft area.
