Depending on the type of the device that you are using there are a lot of ways to make calls.
If you are using the iPhone 4 or the versions that is released after that then you can just invite a person with whom you are talking over the phone to a Facetime call just by tapping the Facetime button.
You can go to your contacts and press the Facetime button which is next to the contact to begin a Facetime conversation directly with that contact.
For the other devices like the Facetime for Mac or the ipad 2 or the iPod touch you can make a Facetime call with the contacts that are there in your list. All you need to do is to tap the Facetime icon, which is there next to the contact with whom you want to talk.
There is no separate Facetime application on the iPhone you need to use the phone app instead of that.
Troubleshooting
In case, you are not able to make a call then turn off the Facetime and then again run it.
If you are not able to make a Facetime call to a particular contact then you need to check if you have the correct mail id or the phone number and also check if you are using the right methods to call the person.
