In many countries cell phones are assigned separate phone codes which are different from the area code of that particular country. This helps in differentiating whether you are calling on a mobile number or a landline. This is important because typically mobile phone charges are more than those of landlines.
However, under the North American Numbering Plan, most of the country such as the US, Canada and the Caribbean do not differentiate in cell phone and landline codes therefore it is difficult to determine whether you are making a call on a mobile number or landline.
Nevertheless, the best way to reduce your cost on international mobile calling is to use prepaid phone calling cards. There are various different options available for calling cards and you can easily choose the one meeting your requirements.
