MEMORANDUM: NUCLEAR PROGRAM IN IRAN
From: (Your Name)
Chief Security Officer, State Department
To: The Secretary of State, United States of America
Date: 2nd November, 2010
RE: Nuclear Program in Iran
Considering the long standing tension in the Middle East and the volatility of the region, the least that can be expected to come out of the development of Iran’s nuclear program is a more polarized world with the Middle East acting as a pivot. The situation has reached the current state due to the lack of a unanimous vote for stricter measures against Iran’s leadership from the leading nations of the world. Generally, the nations that do not seem to like the supremacy of the US have been downplaying efforts to have tougher measures taken against Iran. In particular, Russia and China, key members of the UN Security Council, have not been supporting tougher actions of the UN against Iran. Past analysts believed that impediment to success in taming Iran was the stance that the US leadership had taken - refusing to have any negotiations with Iran. This was however disapproved when in ...
... 2009, Obama attempted to tackle the problem diplomatically and have an interim solution. At first, the approach seemed to work but when Iran was asked to have some of its Uranium moved out of the country for enrichment; the offer was promptly dropped by Tehran. The only way that any meaningful success can be achieved would be by:
a) Lobbying all the stakeholders in the UN Security Council to support tougher economic sanctions. While imposing the sanctions, it ought to be remembered that the previous four rounds of sanctions did not help deter Iran in its endeavor for nuclear status.
b) Extending the sanctions to any country that engages in trade with Iran after the sanctions are put in place.
c) As an alternative plan, Israel ought to be granted a go-ahead to bomb and destroy the nuclear project if Tehran fails to comply. This request had been made during Bush’s administration, but was turned down.
The sanctions should remain in place until international inspectors get full access to the nuclear facilities and all enriched Uranium is shipped out of the country. In the event that the complex is bombed by Israel, the sanctions should not be lifted until the international inspectors get satisfied that Iran’s nuclear capability has been wiped out.
While Iran claims that the nuclear program is solely for generation of electricity, the US and European nations believe that the program is aimed at manufacturing nuclear weapons. International inspectors have asserted that Iran has produced enough nuclear fuel to manufacture two nuclear weapons. The program remains suspect because of the fact that Iran has enough oil reserves to generate electricity, and the fact that initially it was the West that supported and helped start the nuclear program. Failure to comply with all previous UN recommendations indicate that the only way forward is to get tough with Tehran and save the Middle East region and the world as a whole from violence (Chubin, 2008).
