Recent news articles are filled with CIO and employer concerns about being able to hire the right software development – even offshore software development – professionals with the right kinds of skills. It's been proven that most U.S. companies move their job functions overseas due to a local shortage of skilled domestic talent – not merely as cost-cutting measures, as is widely believed. The numbers bear this fact out as well as moving software development jobs to offshore software development teams has resulted in no change in the number of domestic jobs.

According a number of IT transformation firms around the globe, there is a great deal of corporate money sitting idle waiting for company managers to find the right candidates. How these corporations come out of the recession ready to grab market share is yet to be seen.

Unfortunately, the current batch of corporate CIOs is a rather exhausted lot – increasingly required to drive business value while continually losing control of security through cloud-based software and mobile devices. While CIOs typically have the expectation that they can solve business ...
... problems through software development and the use of technology, the difficulty is that even when they get the money in place, the difficulty is locating the right kind of talent to fill the slots. As a whole, the current round of corporate CIOs also have big plans that call for hiring soon (if they can find the right candidates).

According to ComputerWeekly.com, CIOs will have to change the way they structure and manage offshore software development agreements if they are to benefit from the third generation of outsourcing innovators. The first generation was about experimenting and cost-cutting, but many found the agreements to be filled with hidden costs. The second generation saw maturity around processes, but again IT managers were disappointed by overall progress and uncomfortable with the lack of control around processes.

Now, in the third generation of outsourcing agreements, many suppliers have their own ideas about what works best and corporations need to find ways to tap into this knowledge and forge new agreements that work for both the corporations and the offshore software development teams.

As mobile applications become more prevalent and businesses struggle to tap into the market, custom software development teams with mobile application skills are in high demand. Entrepreneurs and business owners who want to change the world by providing highly innovative products and services that significantly improve employee productivity, customer satisfaction, and brand strength now have a new avenue with which to communicate their ideas. Offshore software development teams who can convert these ideas into highly useful products will be valuable contributors to the software development industry.

The high availability of high-speed Internet access and cheap VoIP calls have significantly reduced the costs associated with hiring offshore software development teams. This means that offshore software development teams are in an even better position to be highly available to their global clients if they can deliver on their promises. Companies that specialize in providing high-quality software development at significantly reduced costs to clients just might be able to ensure long-term corporate and financial viability if they can tap into the waiting market of CIOs ready to hire the right skillsets.
