Initially all vacuums were without a bag. All vacuums simply used a cloth filtration system bag to contain the dust and filth. They leaked dust and odors, but they were much better than having nothing at all. Then paper bags were introduced to very dramatically cut down on the dust. The paper liners were a great enhancement because they cut down n the odors stored in the cloth outer bag, and the filth and dust could be thrown away without a dust cloud forming over the vacuum cleaner.

Approximately 1985 the without a bag vacuum cleaner became prevalent. At first, without a bag vacuums had a clear-cut benefit over with a bag vacuums. The HEPA filtration system that all without a bag vacuums have stops nearly all the dust and odors from leaking out the vacuum cleaner exhaust. The good news was that the HEPA filters stopped dust from spewing out. The bad news is that the clogged up rapidly. They clogged faster if the air had high humidity or if you were picking up dog and cat hair. The dog and cat dander sticks to the filtration system and restricts air flow. The slowing air flow is also what cooled the motor. The motors ...
... in without a bag vacuums tend not to last as long as with a bag vacuums because of this restricted airflow to the motor in without a bag vacuums.
My wife and I own a retail store selling vacuums and filters in Wooster Ohio. The two main reasons shoppers ask us about without a bag vacuums is: 1) They want to save money on bags, or 2) They want less dust. Bagless vacuums need a HEPA filtration system to stop the dirt. These filters are pretty effective. They also have to be changed not less than once a year (more often if you have little children or dogs or cats) and, they aren't cheap, $29 - $59 each. It is impossible to spend as much for paper liners. High filtration paper liners may cost you a dollar or two apiece. You will throw away less money on the paper bags than for the without a bag filters, even if you change the paper bags frequently.

A lesser amount of dust? Do you use trash cans at home? Do you use trash can bags? Why? Because it's far more sanitary when you throw out the liner instead of dumping the can with all of the dust being thrown into the air. Mainly high end vacuums now employ micron filtration liners along with a HEPA filtration system at the exhaust of the vacuum cleaner. The micron filtration liners offer excellent filtration, and they don't clog up and restrict airflow like the HEPA filters in without a bag vacuums. The HEPA filtration system at the exhaust takes much longer to get soiled because the dirt and dog and cat hair is trapped in the high filtration paper liner.

Less expensive vacuums are almost all without a bag. The profit is in the filters, not the disposable vacuums. The higher end vacuums almost all use high filtration inner bags.

If you have dogs or cats, the pet dander is what sticks to the without a bag HEPA filters. We also recommend to dog and cat owners that they use a vacuum cleaner with a charcoal filtration system to trap and neutralize the dog and cat odors. Also, natural fiber brushes on your vacuum cleaner's roller brush will not trap the dog and cat hair in the brush roll.
