Muskogee began its war against the perils of sewage when it first constructed underground sewer collection lines in 1904. This was considered a notable feat as it was done even before statehood and the population was at a low 7,000. It took five years for the system to be completed and until now forms the basis of the present sewer system used today. By that time, statehood was granted and there were laws that provided the building of sewers by assessment districts. The sewage that flowed from Coody Creek to Arkansas River was untreated until 1956 when the city issued an order to construct a sewage treatment plant located on East Hancock Street. In 1965, the Clean Water Restoration Act came to pass. It indicated that at least 85 percent of the pollutants should be removed from the waste stream. The response of the city to this law is that Muskogee and all other municipalities put up a secondary treatment works. The Muskogee Pollution Control Plant was expanded to include a new control building that had multiple incinerators, heat exchanger, and reactor. With that, Muskogee was the first plant in the United States to make use of such a system. Additional equipment and improvements were brought in as technology improved and population grew. The purpose of these was to help the community with sewage cleanup in Muskogee OK.
