The Un Wants To Govern Ai Amid Growing Risks, Comparing Its Urgency To Combating Climate Change

Artificial intelligence (AI) and generative AI are revolutionizing industries and society, but their rapid growth has sparked concerns about risks and accountability. In its report “Governing AI for Humanity,” the United Nations (UN) has called for a global governance framework to regulate AI’s development and mitigate its potential harms.
The UN’s high-level advisory body on AI has recommended the formation of an international body that would monitor AI’s progress and assess its risks. This proposed organization would create a platform for the 193 UN member states to engage in dialogue, share insights, and collaborate on governance strategies for AI. A key issue identified in the report is that no one fully understands how AI works at its deepest levels, making it difficult to predict its future behavior or control its outputs. This lack of transparency has raised serious concerns about the accountability of decision-makers overseeing AI systems.
The report also emphasizes the need for smaller nations to have a voice in the development of AI. Many countries may not have the resources to keep up with ...
... AI’s rapid progress, putting them at risk of falling behind in the global digital economy. In addition to governance concerns, the report outlines the potential risks AI poses, such as bias, disinformation, hallucinations, and surveillance, which could threaten global peace and security.
Environmental sustainability is another area of concern highlighted by the report. A study by The Washington Post and the University of California, Riverside found that generating a single 100-word email using OpenAI’s GPT-4 consumes 519 milliliters of water. This environmental cost, while seemingly small, adds up quickly when scaled globally, pointing to the hidden impact of AI technologies on the planet.
The UN’s report argues that AI development cannot be left solely to the discretion of businesses or market forces. Without proper governance, the benefits of AI could become concentrated in the hands of a few corporations and wealthy nations, exacerbating existing inequalities. The report acknowledges that AI’s future could be either utopian or dystopian, depending on the governance structures implemented now.
As corporations like Microsoft and BlackRock continue to invest billions in AI, the UN’s call for global oversight raises critical questions about the future of AI development. Should the direction of AI be guided by businesses alone, or is there a need for international cooperation to ensure AI serves the broader interests of humanity?
