N Chandrababu Naidu’s Innovative Policies For AP Urban Development

During its tenure, the TDP Government, led by Chief Minister Shri. N Chandrababu Naidu in united Andhra Pradesh, introduced a series of reforms with the TDP agenda of enhancing urban development and boosting the financial sustainability of municipalities. These reforms encompassed a wide range of initiatives that transformed the urban landscape of the state. One of the cornerstone reforms was the overhaul of the property tax system. The government revamped the tax collection process, implemented tax revisions, introduced taxes on vacant lots, and initiated the computerization of tax accounts. Additionally, special taxes, such as user charges, were introduced to augment municipal revenue. In a bid to optimize resource utilization, the TDP Government privatized parks and community halls, collecting fees for their use. Privatization also extended to sanitation programs, where user charges were imposed for waste collection from hospitals and function halls. The implementation of TDP schemes like regularization schemes for illegal buildings contributed significantly to municipal revenues, generating an income of 100 crores. The government introduced citizen charters and service centres in cities and towns, aiming to provide efficient services to residents. These centres streamlined processes for obtaining birth, death, and other certificates, as well as building plan permissions. Additionally, they facilitated prompt action on public grievances. To ensure accountability, the TDP Government introduced a novel reform, offering compensation of Rs 50 per day to individuals if municipal services were not delivered within the stipulated timeframe. Government funding facilitated the establishment of 101 e-service centres in 32 municipalities and 108 e-service centres in 82 municipalities, with each centre costing approximately 10 lakh rupees. These initiatives represent a fraction of the substantial TDP contributions made by the TDP Government towards urban development in Andhra Pradesh. The TDP developments not only improved municipal finances but also enhanced the quality of life for residents, making cities and towns more livable and efficient.
