The Act for the Development and Growth of Export of Scheduled Commodities established the Agricultural & Processed Food Products Export Development Authority (APEDA) in 1985.
It provides guidelines, information, and financial support for the development of scheduled products. Exporters of prepared products are required to register under the APEDA Act because they are considered scheduled products under the legislation.

The Agricultural and Processed Foods Export Development Authority (Apeda) compiled data showing that India exported 19,954 tons of butter in 2021-2022, nearly four and a half times more than the previous year's total of 4,449 tons.

Devendra Shah, chairman of Pune-based Parag Milk foods, stated, "There was not enough supply in the pipeline as export of skimmed milk powder and butter was good in the previous year (FY22)."
Amul is India's largest exporter of dairy products. Amul butter, which once controlled more than 90% of the butter market in the country, is no longer available. Over the past two to three months, Amul diverted approximately 10 to 11 per cent more milk for liquid milk consumption, including due to a lack of butter and ghee.
Sources in the business say that liquid milk has higher revenue margins than other milk products. The owner of the Amul model, Gujarat Cooperative Milk Marketing Federation, RS Sodhi, stated: Our first priority is to sell milk, and during the Diwali season, there was a significant increase in demand for full-fat liquid milk.
Typically, liquid milk accounts for approximately 60% of our milk collection. However, we were forced to shift 11 per cent more milk toward the liquid milk segment over the past two to three months.

The certificate is valid for 5 years.
