Outlook Express is a very useful emailing utility from Microsoft that is often used with conjunction with Internet Explorer. It provides various features such as emails, address book, tasks, journals, newsgroups, etc. All such Outlook Express information is stored in DBX files. At times, the DBX files get corrupt thereby exhibit strange behaviour especially during startup. Such problems could be raised due to virus infections, power outages, abrupt system shutdown, bugs in Outlook Express, etc. In such cases, you should use appropriate corrective measures to rectify the problem. If you are not able to repair Outlook Express, then you should use a third-party Outlook Express repair tool to do the needful.

Consider a scenario wherein you are using Outlook Express 5.01 Service Pack 2 in a Windows XP system. When you attempt to start Outlook Express, it fails to start. An error message is displayed, that is:

Outlook Express could not be started. The application was unable to create the Internet account manager. Your computer may be out of memory or your ...
... disk is full. Contact Microsoft for further assistance. 0X800ccd01.

When you click the OK button to close the message box, the following error message is displayed:

Outlook Express could not be started because Msoe.dll could not be initialized. Outlook Express may not be installed correctly.

Cause:

The primary causes for this abnormal behavior is that the Identities registry keys are corrupted.

Resolution:

To resolve this situation, you need to remove the Identities registry key from the registry hive. But before doing this, you should make sure that you backup all the Outlook Express data. To remove Identities registry key, you should perform the following steps:

1)Click Start | Run.
2)Enter regedit and press the Enter key to open the Registry Editor.
3)Find and select the following registry key.
HKEY_CURRENT_USER\Identities
4)Click the Delete option in the Edit menu.
5)Exit Registry Editor.
6)Open Outlook Express. You should be able to access Outlook Express now.

However, if you are still facing problems then there are chances that the DBX files have corrupted. In such cases, you should use a third-party Outlook Express recovery software to perform DBX repair. Such tools are read-only in nature that do not overwrite the original data while scanning the corrupted DBX file.
