If they have been corrupted or deleted, the hardware will not boot properly, and will more than likely not operate as it should.

While it might be tempting to delete files to try and make your device run quicker, do not do so, unless you are experienced with the operating system, and can tell at a glance whether or not it is a system file. Never delete any system file, without the advice of someone experienced in tech support, especially if you think it will work for a quickie iPod repair with downloads.
