It is likely that, according to data provided in the argument, cities and their residents differ in the value they place on " public school education. " But, considering that the essential goals of education can be attained in modern times by different forms of education, I don't think it a serious problem for a city or its residents to prefer one form and care less about another.

Nowadays we have, at least, "public" and "private" school education as twin education forms. They serve different needs, are advantageous in their own ways, but both meet basic demands for education. Where public school education is welcome, it is likely that the city is less developed and the residents are poor or merely better-off. They expect the government to share their responsibility for their children's education, and would judge its effectiveness by the degree to which this expectation is fulfilled.

... element of social " welfare. " On the other hand, private school education suits cities and residents who are well-off and have therefore got higher standards for education. With it, people can "buy" education of a better quality when they can afford higher ed?ucation fees.

But this is not its only merit. When some people can afford education by private schools run not with public money that " comes from taxes that each city government collects," but with money contributed to by students' parents and/or donated by big corporations, the government will need to run a smaller number of public schools, and, so much better, can spend most of the money for education on them. In this way, these alternative forms of education not only are good in their own ways but also benefit each other. This can not be indication that the former cares twice as much as the latter about edu?cation. No city government can afford to do that without affecting its very "life:" the residents can protest, to say the least, and may want to elect another person their mayor so as to have a new government in its place.

When Blue City, for example, can afford to budget so much less money for its public schools, it is most likely that a large fraction of its residents prefer private school education. They may have been preferring it " twice as much" as the Parson City residents so that, although the city government has been spending so much less public money on them, the public schools there are still going on. And it is not unlikely that, since so many wealthy residents send their children to private schools, the government can budget half as much money as the Parson Cit-y government but has yet been able to offer still better public school education to those residents who need it.

That explains why, although governments of the two cities have been spending different sums of public money on public school education, and may have revealed different cares about it, there has been no report about serious education problems in these cities, and their residents have not fussed much.
