For children who are under 7 years of age i.e. below the age of discernment, following are the rules and regulations to abide by (it’s better to consult a religious scholar for proper guidance).

Ihram and Intention of Umrah.

After dressing a child (who is below 7 years of age) in Ihram clothes, the guardian should from the intention of Ihram. Consequently, once the ihram state is entered, it is necessary for the guardian to keep him/her away from everything that is forbidden in the state of Ihram.
On the other hand, it is invalid for a guardian to form the intention that ‘the guardian has entered Ihram on behalf of the child’. In short, the child must remain in the state of ihram for itself.

Tawaf and Sayee.

The guardian should also form the intention of Tawaf and Sayee on behalf of a child. The guardian can carry the child along during these two rituals; there’s no restriction. However, it’s usually advised to perform Tawaf on its own behalf first and then another on behalf of the child. While, if the guardian performs only one Tawaf, it is sufficient for both of them also.

As far as the rules for Sayee are concerned, it is permissible to do just one Sayee; on its own behalf and on behalf of the accompanied child.
Halq/Taqsir.

Male;

Halq (shaving of the head for male) is preferable for both the guardian and child. However, if a person fears that the child may suffer pain/illness from complete shaving of the head either from cuts or weather conditions, it is advisable to trim the hair from all sides of its head equally.

Female;

On the other hand, for females, they can only cut a fingertips’ length of their hair.
