Of course bathrooms get stinky from time to time, but if a restroom cubicle had been fully enclosed then it would have been worse. Thanks to the air circulation provided by the gaps under the restroom partitions, bathrooms are truly more hygienic.
Visibility: In a stall that is fully enclosed one might not be able to tell which one is occupied and which one is not. As a result one might have to tap on every door to find that out. This is not only disturbing but also invasive when it comes to the privacy of the people using the loo. In modular restroom cubicles with gaps underneath, one is able to make out which stall is occupied and which is not. This saves time and also helps people feel more at ease.
