Voluntarism refers to an ideological system that assists in meeting specific goals by relying on voluntary action. Hospital volunteering around the world started a long time ago, in which care institutions have an age-old practice of utilizing workforce that comprises of paid and volunteer labor. In the US, the Bureau of Labor Statistics reported that about 5 million Americans volunteered in hospital and healthcare organizations between September 2009 and September 2010. This proportion of volunteers represented about 8 percent of all American volunteers during the same period. Hospital and care centers rely greatly on volunteers to offer an increased professional and support services, fund-raising and governance. Hospital volunteers are also very critical in enhancing people’s experience of care, establishing stronger relationships between services and communities, improving public health, minimizing health inequalities and supporting integrated care (Naylor, Mundle, Weaks, & Buck, 2013). Hospital Volunteering also gets associated with social benefits and also in some cases is used by college students to gain experience and training or to meet a school requirement. Despite the various contributions and benefits associated with hospital volunteering, there are also challenges facing hospital volunteering such as changing demographics from older to young volunteers, increasing volunteer preferences for well-defined work commitments that have a short duration, and highly-skilled volunteers varied expectations for assignments and clear professional goals. It is due to these challenges that healthcare institutions are hiring professional administrators to facilitate the managing of volunteers and their responsibilities efficiently.
Volunteer administrators in healthcare setting also encounter various challenges. A study conducted to determine the challenges faced by volunteer administrators analyzed open-ended survey responses on the challenges and opportunities facing healthcare volunteer management from volunteer administrators from 105 hospitals in five states in the US. The analysis determined that the common challenges facing healthcare volunteer management were volunteer recruitment and retention, administrative concerns and also operational difficulties as a result of the current economic crisis (Rogers, Rogers & Boyd, 2013). Recruitment and retention is an issue since the majority of the volunteers today are retired and aging, while, some of the middle aged and youth volunteers lack motivation and others do not help genuinely but aim at satisfying the diploma or degree requirements. Administrative concerns regarding healthcare volunteer management are as a result of the intersection between hospital administration and salaried care employees and volunteers and the considerations of pay, time and status. Financial difficulties and hard operating environments as a result of economic crisis also pose a challenge to volunteer administrators, especially that the high unemployment levels lead to scores of volunteers.
The Dubai Health Authority (DHA) online health service provides many services such as in the DHA individual Home Page were users with accounts can access services that include registering as a new health professional, renewing a license and so on. The users log in the system by entering the patient’s ID or Healthcare number.
The four hospital facilities namely Dubai, Latifa, Hatta and Rashid hospitals as well as specialty centers and other care departments provide different care services. The facilities have highly qualified healthcare professionals who offer quality care services. The services given by DHA get categorized into four groups namely individual services, business services, government services and public benefit services. Individual services provided by DHA include healthcare services, medical fitness, health insurance, continuing education services, administrative services and licensing services that get targeted for individuals including patients, health professionals, and physicians, applying for medical fitness. Business services provided by DHA that target business that includes manufacturers and pharmacies are licensing services, events participation, medical fitness, purchasing and contracts and private health services. DHA provide government services that include different insurance such as health insurance, information services, and medical fitness. DHA provide public benefit services that target the public including health camps and health awareness. The public benefit services such as social and community office. The Health Regulatory Authorities in the UAE get represented by the Health Authority - Abu Dhabi (HAAD), the Ministry of Health (MOH) as well as the Dubai Health Authority (DHA). The Health Regulation Department (HRD) responsibilities include licensing of health facilities and healthcare professionals, ensuring the compliance of hospitals and care facilities and health professionals by regular on-site inspections and performance management, managing medical complaints, and establishing regulations, standards and guidelines for medical professionals and health facilities in the Emirate of Dubai. The HRD also enforces the Unified Healthcare professionals Qualification Requirements (PQR) by assessing the healthcare professionals’ applications within the UAE so as to ensure safe and competent delivery of care services. The healthcare PQR placed emphasis on educational qualifications, experience and also licensure requirements for the care professionals to be licensed so as to practice safely in the UAE hospitals and care facilities and accordance with the UAE federal legislations and benchmarked international best healthcare practices (Dubai Health Authority, (DHA) (2017).

The regulation of healthcare facilities, as well as healthcare professionals, enhances operations management since it promotes efficient care practice and delivery of standard care under the hospital regulations and federal laws. The audit and inspection by the DHA Health Regulation Department enforce and ensures that hospitals maintain the required operation standards and meet the minimum qualifications hence maintaining safety and increased positive care outcomes. Today, external inspections that focus on the assessment and improvement of safety, consumer information, clinical effectiveness, staff development, etc. are being increased so as to promote quality improvements through changing the organization processes or structures, medical provider behavior and patient outcomes (Flodgren, Pomey, Taber & Eccles, 2011). The DHA Health Regulation Department role of handling medical complaints assists in promoting operations management because it plays a critical role in monitoring and improving patient safety as well as promotes patient, families and medical professionals’ satisfaction.
Various operational management issues get used by the DHA health regulation management to optimize the operation of hospital management function. The issues include ensuring hospital and care centers comply with all federal and local laws and regulations and also ensure they cooperate with HRD inspectors and any duly authorized representative and give requested documentation or files (Dubai Health Authority, 2012).
Healthcare forecasting is vital in the prediction of future health events and situations that include demand for health services and care needs. It can assist to facilitate the development of effective intervention strategies and preventive medicine, and also reduces the risk of the event and manage demand for care services through warning and pre-informing healthcare service providers. The DHA Health Regulation Department licenses health professionals who want to practice in UAE and also regulates both care facilities and medical personnel; hence, forecasting and service demand issues will affect this role of the DHA Health Regulation Department. If the healthcare forecasting shows an increase in demand for care services, the DHA Health Regulation Department will allow the number of medical professionals authorized to practice in UAE to increase so as to meet the demand. The DHA Health Regulation Department will allow accreditation of overseas trained graduates and approve sites for public or private health facilities basing not only on the healthcare PQR enforced by the authority but also using the information acquired from forecasting and service demand.
Volunteers in hospitals are critical in enhancing the provision of better care services and achieving positive health outcomes. Volunteers who have the educational knowledge, skill and experience in diverse clinical expertise and procedures assist the employed staff to undertake care services thus meeting the demand for services and reducing overworking. The volunteers also ensure that the seasoned healthcare professionals focus on the more critical care procedures thus enhancing safe and quality provision. Volunteers also handle the visitors, friends, and families thus assist in achieving high patient and family satisfaction. The benefits of volunteers in hospital facilities and care centers can be optimized through operational management techniques such as employing healthcare operational managers as well as inspecting and auditing the volunteers and the healthcare facilities regularly.
